The HSE Manager provides leadership on matters about safety and environmental issues at the site.
HSE Manager Responsibilities:
- Develop/maintain all required written safety plans per regulatory requirements, e.g., HazCom, BBP, Hearing Conservation, LO/TO, PPE Assessments, Confined Space, and Fall protection.
- Ensure all required plant safety inspections are performed and documented, e.g., fire extinguishers, emergency response equipment, eye wash stations, emergency lights, ladders, cranes, and housekeeping, and that corrective actions are completed for identified deficiencies.
- Assist in the performance of accident and near-miss investigations and ensure root causes are identified and corrective actions implemented.
- Ensures the MSDS database is current for all materials.
- Chair the plant safety committee.
- Compile required safety performance metric data for the country-specific injury/illness log and for reporting to government agencies and to internal databases.
- Prepare and submit all required environmental permit applications/renewals and routine agency reports, e.g., air emissions, water and wastewater, hazardous/toxic waste, spills and releases, and hazardous material/substance inventories.
- Manage all plant waste disposal activity to ensure compliance with applicable regulations.
- Develop/maintain plant emergency response plans and ensure drills are performed to document plan effectiveness.
- Review plant environmental permits and ensure terms and conditions are understood and complied with, ensures required documentation is maintained and required regulatory reports are submitted to the respective agency, e.g., air discharge permits, stormwater discharge permits, local wastewater permits.
- Evaluate proposed projects and proposed new chemicals and ensure plans are in place and implemented to address HSE compliance issues.
- Develops and implements plant programs, policies, and procedures to conform with company standards.
- Investigate environmental incidents to determine root causes and prepare and implement corrective action plans. Ensure incident records are maintained for the site.
HSE Manager Requirements:
- Bachelor’s degree in Safety, Industrial Hygiene, Occupational Health, or a related field.
- 5+ years of demonstrated hands-on experience in an HSE Management role within a manufacturing environment.
- Professional certifications related to the Safety, Health, and Environment field.
- ISO9001, OHSA, RCMS, HAZCOM, First Aid, CPR, RCRA Hazardous Waste Management professional certifications/training.
- Experience in any combination of the following areas: Environmental Compliance. In-depth knowledge of industrial safety programs, occupational safety and health administration requirements, and Code of Federal Regulations. In-depth knowledge of environmental regulations.
- Knowledge of federal, state, and local laws/codes about workplace safety.
- Background in incident investigations, such as 5-Why, What-If Analysis, 6-sigma, etc.
- Experience working with Safety Programs such as Lockout-Tagout, Industrial Vehicles, Hoisting Equipment, Electrical Safety, Fall Protection, Confined Space, Ergonomics, and Industrial Hygiene Programs.
